The Head of Federal Forestry Agency is authorized to:
To distribute responsibilities among his deputies;
To submit to the Minister for Natural resources of the Russian Federation:
draft status of the Agency;
proposals regarding limits as for personnel and salary fund for employees of the Agency’s central office;
proposals regarding appointment and dismissal from office deputy heads of the Agency and heads of territorial offices of the Agency;
annual plan and indicators of Agency’s activities, as well as report regarding his activities;
draft status for territorial offices of the Agency;
To approve status for structural units of the Agency;
To appoint and to dismiss from office in agreed order workers of central office and deputy heads of Agency’s territorial offices;
To issue orders within the frames of his competence regarding agency’s activities and its inner organization which shall be based on Constitution of the Russian Federation, federal constitutional laws, acts of the President of the Russian Federation, the Government of the Russian Federation and Ministry for Natural Resources of the Russian Federation;
To solve, in agreement with acting legislation of the Russian Federation on public service, issues connected with terms of federal public service at the Agency;
To approve the structure and regular establishment of the Agency’s central office within the limits appointed by the Government of the Russian Federation as for salary fund and numerical labor strength; the estimate of expenses for financing Agency’s central office within the limits of approved for corresponding period of time assignations, stipulated by the federal budget;
To approve the structure of territorial offices of the Agency, numerical labor strength and salary funds for their employees within the limits established by the Government of the Russian Federation, as well as estimate expenses for financing within the limits of approved for corresponding period of time assignations, stipulated by the federal budget;
To appoint and to dismiss from office in agreed order the heads of subordinate institutions and other organizations; to conclude, change and cancel labor agreements with above mentioned managers.
