1988-1989 – Deputy Head of Main Department for Forest Resources and Forest Management, Goskomles of the USSR

1989-1995 – Head of Main Department for State Forest Fund, Ministry of Forestry, Forest Committee of Ministry of Ecology, Federal Forestry Service

1995-2000 – Deputy Head, Stats-Secretary – First Deputy Head of Federal  Forestry Service
