Kyoto Forests under Special Control

On November Head of Rosleskhoz Аlexei SAVINOV applied with official letter to regional organs of executive power, authorized in the field of forest relations. In particular, to executors of state contracts engaged in fulfilling complex works on creating CDS. In his address Head of Rosleskhoz asked heads of departments to take under special control the process of realizing these contracts.

Already in September affiliated branches of FSI “Roslesozashchita” started receiving works on forestation performed within the frames of Kyoto Protocol. This work, by judgments of specialists, proved to be very complicated, as far as in some subjects of the RF were committed considerable deviations from conditions determined by technical requirements on state contracts on implementing in 2008 works on planting CDS.

In this connection, Alexei SAVINOV in his letter drew attention to the fact that because of serious violations Rosleskhoz couldn’t approve performed works.

Works on planting CDS were started in 2007 in Nizhegorodskaya and Ulyuanovskaya Oblasts. In 2008 number of participants was broadened by Bryanskaya, Saratovskaya, Orlovskaya, Omskaya, Orenburgskaya Oblasts and republic of Mari El. Rosleskhoz developed action plan on planting CDS in eight subjects of the RF on area of 30 000 hectares up to 2012.
